This research estimated the benefits of an improved storm early warning service. Choice Modelling (CM) surveys with 1,014 respondents were designed and conducted. The results showed that a Vietnamese household would be willing to pay 0.024% of their household income for the improvement of storm early warning service. The maximum benefit that can be derived from improving early warning service for storm in Vietnam was estimated to be about VND 3,322–3,771 billion (~USD 160–181 million). These results took into account the issues of hypothetical bias, which appeared to be consistent with the available results in literature. The results also suggested that the investments in early warning service for storm should be paid for the improvement of accuracy and the warning attribute of mobile phone short message.
